Chuck Scott
Executive Director
Chuck Scott is a passionate economic developer focused on historic preservation, downtown revitalization, and rural opportunity. With expertise in finance, real estate, and project management, he connects people to resources that drive impact. An MBA graduate and certified EDFP, Chuck is active in national development councils and mentors youth to help reverse rural “brain drain.”

Steve White
Board President
Steve White is an Executive Vice President at Farmers and Drovers Bank. Born in Council Grove, he has lived here most of his life and graduated from Council Grove High School. After receiving a bachelor's degree from Kansas State, he worked in Washington, D.C., until returning to school to get a J.D. from Drake Law School and a Master of Laws in Agricultural Law from the University of Arkansas. Besides working in D.C., Steve worked for the Iowa Department of Agriculture and Land Stewardship before returning to Council Grove to work at the bank.

Elle Nelson
Board Vice President
Elle White was born and raised in Council Grove and works at her family's business, Neosho Gardens. She appreciates all the benefits of small-town life, especially while raising her 3 children here. Being a part of Council Grove's development during this pivotal time is very important to her, and she is grateful to be on the GMDC Board.

Cody Catlin
Treasurer
Realtor® / sUAS Pilot with Lakeside Properties and Council Grove Realty is a native of Council Grove. Cody received a Bachelor of Science degree in Finance (2008) with a minor in Spanish and a Master’s degree in Business Administration (2011) from Kansas State University. As a licensed unmanned aircraft system pilot, Cody brings new and innovative ideas to better serve the real estate needs of the Council Grove area. Prior to joining Lakeside Properties, Cody served as Business Manager of the National Gas Machinery Laboratory at Kansas State University. He is the current President of the Rural Youth Golf Association (RYGA), a 501(c)(3) nonprofit dedicated to providing free access and exposure to the game of golf for youth in rural communities.

I am the superintendent of USD 481 - Rural Vista. My school district is comprised of Hope and White City. I am also the White City Schools principal. I lived in Morris County from 2005 to 2019. I look forward to "Blazing a Trail!"

Tyson Eslinger

Tyson Eslinger serves as the Superintendent of Morris County Public Schools USD 417, bringing nearly two decades of educational leadership experience to the district. Throughout his 18-year career, Tyson has served in diverse roles, including classroom teacher, coach, and building principal. He is deeply committed to systemic educational improvement at all levels, dedicated to fostering an environment that provides the best possible opportunities for all students and staff. Tyson focuses on sustainable talent management and rural education advocacy to ensure district success. He has previously chaired the Southwest Kansas Superintendent Council and currently serves on the national reading advisory board for Rosen Publishing Company. Beyond his district roles, Tyson is also actively involved in education work at the state level.

Zoey Wadick

Zoey Wadick is the Director of Marketing and Communications for the City of Council Grove, where she works to promote, support, and grow the culture, economy, and business community of Morris County. With a strong background in rural travel and tourism marketing, Zoey has extensive experience helping small businesses, rural communities, and non-profits thrive. She lives on Main Street in Council Grove with her husband, Jon, owner of the marketing agency Ad Astra Directive, and their two young sons, Truman and Archer—her favorite rural entrepreneurs.
